The Challenge
Birtcher Development is proposing to develop Nevada Studios, a film and media production campus, on approximately 46 acres of the 110-acre University of Nevada, Las Vegas (UNLV), Harry Reid Research and Technology Park.
This development would include:
- Multiple sound stages and studio support services
- Educational facilities for Nevada System of Higher Education (NSHE) programs, including Career Technical Education (CTE) programs for K-12 Clark County schools, located at the “Nevada Media and Technology Lab” for video game publishing and other creative technologies
- A hotel
- Office space
- A potential headquarters for the International Alliance of Theatrical Stage Employees (IATSE)
- A studio tour operation
As part of the approval process for the tax credits necessary to make this project viable, the State required an economic and fiscal impact analysis to be completed that quantified its return on investment.
The Solution
The Developer engaged Camoin Associates in 2021, 2023, and 2025 to assist in analyzing the impact of its evolving development proposal.
The analysis included reviewing studies from other states and research teams, assessing the potential new tax revenue that would be generated for the State of Nevada, and analyzing the multiplier effect on the state’s economy from growing the film industry.
The Impact
The Developer continues to leverage this analysis and research to advocate for expanded tax credit allocation to advance the project in Las Vegas.
