Economic and Fiscal Impact of the July 2024 Tornado in Oneida County, NY

The Challenge

In July 2024, the City of Rome in Oneida County, NY, experienced a devastating tornado that caused substantial damage. The tornado’s path between the Erie Canal and Griffiss International Airport damaged many types of properties, though the majority were residential.

The damage caused widespread disruption of businesses, residences, and public infrastructure. The impact of the tornado was not only structural. It had ripple effects on the local economy and across Oneida County.

The Solution

Oneida County commissioned a report by Camoin Associates to quantify the storm’s economic and fiscal impact.

Public authorities determined that the tornado damaged approximately 670 parcels and assigned each parcel a rating based on the level of damage it sustained. Using this information, Camoin Associates completed a comprehensive economic and fiscal impact analysis of the tornado and its aftermath in Oneida County.

The Impact

Oneida County leadership used the economic and fiscal impact analysis report to understand, prepare, advocate for, and approve the County budget for 2025.

By understanding the fiscal and economic impacts beyond initial brick-and-mortar costs, the County was empowered to make evidence-based decisions to build a strong fiscal foundation for adaptability and resiliency in emergency and non-emergency situations.
