The Challenge
Kentucky’s Tourism, Arts and Heritage Cabinet administers the state’s film tax credit program. Since the implementation of the program in 2009, the incentives offered have undergone a few iterations of changes. Kentucky sought an understanding of the impacts of the film tax credit program and difference in impact impact across program iterations.
The Solution
Camoin 310 was retained to conduct an economic and fiscal impact analysis of the film tax credit program on the State of Kentucky over three periods: 2009-2015, 2015-2018, and 2018-2020. Camoin 310 also analyzed the ancillary impacts of the program on education, infrastructure, and tourism. Using the results of this analysis, Camoin 310 calculated the overall return on investment (ROI) to the State.
The Impact
Through a process that included research, interviews, and economic modeling, Camoin 310 quantified the economic impacts and ROI of the credits over each of the three periods. Annual average impacts of each iteration of the film tax credit program were also calculated to help compare the impacts across periods. The results were presented in a comprehensive report and an infographic executive summary format and are being used to promote the program and industry to legislators and the public.
