Bailey’s professional background spans economic development, public policy, and real estate advisory. Before joining Camoin Associates, Bailey used her data analysis skills to guide economic recovery and competitiveness strategies, focusing on regional workforce dynamics and how policy impacts economic growth.

She has also contributed to business attraction efforts in Georgia and supported various housing affordability, development feasibility, real estate market analysis, and strategic planning projects. She is passionate about storytelling with data and helping communities generate equitable economic prosperity.

Bailey recently joined the Camoin Associates team. The following projects were all performed in previous roles.

Alice M. Rivlin Initiative for Economic Competitiveness | DC Policy Center (Washington, DC) | Bailey joined the DC Policy Center to help launch an initiative focused on analyzing the District of Columbia’s competitive position within the region and nation. She managed and implemented the Rivlin Initiative’s research, which included reports on business migration and growth trends, regional workforce dynamics, and how policy can shape and impact economic growth. Her research helped policymakers build a deeper understanding of competitive dynamics within the Washington metropolitan area and develop policy solutions that support a strong local economy.

Remote Work and the Future of DC | DC Policy Center (Washington, DC) | Bailey led a two-part research report on how remote work will impact the District of Columbia’s future. The analysis identified 1) how the geography of work might shift, 2) how many workers are eligible to work from home post-pandemic, and 3) an estimate of how the shift to remote work might impact the city’s tax base. City leaders used the report to craft a post-pandemic economic recovery strategy.

2023 State of Business Report: Doing Business Under Fiscal Distress | DC Chamber of Commerce (Washington, DC) | Bailey assessed how economic activity in the District of Columbia shifted since the onset of the COVID-19 pandemic and how this shift impacted business performance and labor market recovery. The report helped the DC Chamber of Commerce and the Office of the Deputy Mayor for Planning and Economic Development identify what resources businesses need to recover in a new environment of fiscal distress.

Economic Recovery Framework | Fairfax County and Fairfax County Economic Development Authority (Virginia) | Bailey and her team supported the development of an economic recovery framework following the onset of the COVID-19 pandemic. Bailey reviewed pre-COVID-19 demographic and economic conditions, synthesized needs and challenges identified in stakeholder interviews, analyzed industry job losses and workforce implications, and researched the economic impact of the pandemic.

Housing Needs Assessment | Montgomery County, MD | As a research analyst, Bailey assessed demographic trends and indicators of housing needs. She identified the current rental housing supply gap, focusing on affordable housing. The final report helped the county assess its current and future housing needs.

Economic Development Plan | City of Panama City, FL | Bailey’s team was engaged to develop a plan for Panama City to guide its economic recovery following Hurricane Michael and address longstanding challenges to the city’s economic growth. Bailey’s analysis focused on population trends, key demographic indicators, racial and economic disparities, and real estate market trends. Her research on best practices supported the creation of recommendations to address blight, improve housing conditions, activate public spaces, support economic development, and improve access to opportunities.

Purple Line Inclusionary Zoning Study | Prince George’s County, MD | Prince George’s County was interested in examining the feasibility of an inclusionary zoning policy along the Purple Line Corridor. As a research analyst, Bailey conducted a market conditions assessment based on current housing data and stakeholder interviews. This analysis provided inputs for a development feasibility analysis and evaluation of policy options.

Columbia Pike Commercial Market Study | Arlington Economic Development, VA | As a research analyst, Bailey assessed the conditions of the Columbia Pike retail market in Arlington. This work included demographic, retail gap, and subarea analyses to develop a node-based strategy. The analysis helped the county understand how varying economic and demographic conditions impact retail potential.
