Dan joined Camoin Associates in 2018 after a distinguished career as an executive manager of fast-moving, high-profile organizations. He has served more governors of different states than any other economic development professional, helping transform communities and create and retain more 150,000 jobs.
Prior to joining Camoin Associates, the Virginia Economic Development Partnership recruited Dan to provide crisis management services and reorganize operations. He helped lead Virginia to record-breaking capital investment of nearly $20 billion from more than 1,000 economic development projects. Previously, he was simultaneously Commissioner of the New York State Department of Economic Development, Co-Chairman of the Empire State Development Corporation, and Upstate Chairman, and was widely credited with helping restore public confidence in New York State by creating comprehensive strategies for achieving economic growth. Dan also served Governor Ed Rendell as Executive Deputy Secretary for the Pennsylvania Department of Community and Economic Development, managing a nearly $1-billion budget and implementing a $2.8-billion program. He also was Assistant Secretary for Business Development for the State of Maryland.
For these and other accomplishments, Dan was recognized by the International Economic Development Council as a Fellow Member and Honorary Life Member, the highest awards bestowed in the profession. Dan earned a graduate degree in governmental administration from the University of Pennsylvania and a Bachelor of Arts degree from Hope College, with studies at the Harvard Business School, Georgetown University, and Cornell University.

State of Utah | Economic Vision 2030 | Dan produced a coordinated action plan that unified economic development goals and aligned the direction of the State government with all seven regional Comprehensive Economic Development Strategies to optimize statewide growth and expand prosperity in one of the top three highest performing states.
U.S. Virgin Islands | Vision 2040 | Dan produced a 20-year economic blueprint for the U.S. territory that included participation by the governor and cabinet, federal officials, and more than 3,000 residents, expats, institutions, and businesses.
Los Angeles County, CA | Comprehensive Economic Development Strategy | Dan served as co-lead for a multi-disciplinary team that developed a five-year economic strategy for the most populous county in the nation, with more than 10 million residents and 88 cities.
Virginia Hospital & Healthcare Association | Dan served as lead for a statewide After Action Report to assess Virginia’s hospitals’ and health institutions’ overall response during the COVID-19 global pandemic; he developed the 2021 Business Plan for the for-profit VA Shared Services Corporation; and he prepared an analysis of Virginia’s healthcare industry demand for personal protective equipment (PPE) during the COVID-19 pandemic and the potential for onshoring manufacturing of healthcare products.
Albany County and Chautauqua County, NY | Dan led the formation of a new economic development corporation in Albany and a new economic partnership in Chautauqua to bring together dozens of economic development-related organizations and key businesses around common goals.
