Troy’s professional experience spans economic analysis for state and federal governments, private businesses, and trade associations. Prior to joining Camoin Associates, he applied his expertise in economic impact analysis to help major trade associations demonstrate their industries’ contributions to the national economy. While serving as an analyst at the Maryland Department of Commerce, Troy monitored economic trends and provided insights on factors shaping the state’s economy.
Troy believes that timely, accurate, and data-driven research is foundational to informed decision-making. He is dedicated to providing analyses that enhance economic understanding and support development initiatives benefiting stakeholders and their communities.
Troy holds a Master of Business Administration degree from the University of Baltimore and a Master of Science in Applied Information Technology from Towson University. He also earned a Bachelor of Arts degree in Criminal Justice from the University of Maryland.

Economic and Tax Impact Analysis of the Maryland Arts and Entertainment Districts | Maryland Department of Commerce | Troy worked with Maryland Department of Commerce stakeholders to analyze survey results and quantify the economic impacts of more than two dozen arts and entertainment districts across the state. In addition to serving as important cultural assets, these districts were found to be significant contributors to local economies through employment at related businesses and visitor spending at events and festivals.
Economic Impact Analysis of Tax and Grant Assistance Programs | Maryland Department of Commerce | As part of the Maryland Department of Commerce’s annual reporting, Troy helped state leaders evaluate several tax and grant assistance programs. Using IMPLAN, an economic impact analysis tool, he estimated the programs’ effects on employment, output, and wages.
Economic Impact Analysis of the US HVACR Equipment and Water Heater Manufacturing Industry | Air-Conditioning, Heating, and Refrigeration Institute | Washington, DC | Troy assisted the Air-Conditioning, Heating, and Refrigeration Institute by analyzing activity of HVACR manufacturers. He delivered an overview of recent industry trends as well as an economic contribution analysis at both the national and state levels.
Economic Impact Analysis of the Manufacturing Sector | Illinois Manufacturers’ Association | Troy collaborated with the National Association of Manufacturers to support the Illinois Manufacturers’ Association in analyzing the manufacturing sector’s contributions at both the state and county levels. In addition to the full report, he produced region-level fact sheets to help stakeholders quickly and effectively make their case in advocacy efforts.
