The Challenge
Rapp Road Development is proposing a series of three major mixed-use developments near Crossgates Mall in the Town of Guilderland. During the State Environmental Quality Review (SEQR) process, the Town requested that the Developer conduct a study of the potential fiscal impacts on the Town resulting from the proposed projects.
As proposed by the Developer, the first of the three projects included new high-end multifamily residential units and associated amenities. The second project comprised 160,000 square feet of retail space, including a new Costco, and the third site featured a mix of retail, office, and residential space.
The Solution
Rapp Road Development retained Camoin Associates to analyze the economic and fiscal impact that each of the three projects would have on the Town of Guilderland and Albany County economies, including any economic activity that would occur even if the projects were not completed.
The Impact
Camoin Associates’ analysis determined that these developments would have positive economic and fiscal impacts for the County and the Town. Namely, new property and sales tax revenue will be created along with a substantial number of new jobs and sales.
The results of this analysis were used by the Developer to complete the SEQR process and promote the positive impacts of this substantial mixed-use development. Construction on the first of the three projects, a 222-unit multi-family apartment and townhome development, began in 2023 and was completed in 2025
