Redevelopment Playbook for Mitchell Power Station in Washington County, PA

The Challenge

Supported by the US Economic Development Administration’s Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative, the Pennsylvania Department of Community and Economic Development (DCED) selected the Mitchell Power Station site in Washington County as the first in the state to be addressed under this program. One of many closed or closing coal-fired power plants across the state, the successful redevelopment of the site will serve as a model for other sites going forward.

The Solution

Camoin Associates worked on a team led by Civil & Environmental Consultants, Inc. (CEC) to prepare a playbook to guide site redevelopment planning. Camoin Associates’ role in the project included the preparation of a market analysis to determine market-viable potential uses for the plant and adjacent site, financial and economic impact analyses, and recommendations for actions to advance the process.

The Impact

Given the site’s location within the booming, natural gas-producing Marcellus Shale region and its multimodal transportation access, the analysis determined the site to be best suited for reuse as an industrial site serving the natural gas and NGL-related sectors.

Based on the results of the market and financial feasibility analyses, the project team recommended a near-term strategy that would involve the redevelopment of the power plant as a manufacturing and transport facility, and a longer-term strategy for the development of adjacent sites for a large industrial user or light industrial park.
